As defined by K.F Söderwall's dictionary of Medieval Swedish:

forkära (forkæra)
1) klaga. " som thy wer alt för myket her til sket är, gud se förkert STb 5: 319 (1521, Kop.) (jfr: som gudh see fore kärtt STb 1: 213 (1479)). 2) framföra (klagomål). tyckes them medt sadande saker oc klagemall omtake them hit til STocholm, them her förkere, tha wil jag gerne. .. förhanle them" STb 5: 318 (1521, Kop.).

Orthography: Early Old Swedish used different letters for ä and ö, so forkära may have also been written as forkæra
